ROAD BASE FRAME & BACKGROUND
This tutorial is my own creation.
Please do not pull it apart and claim it as your own.

Tools needed to complete this tutorial:-
Paint Shop Pro V9
A Graphic of your choice.
One sized roughly 250 x 350 will work best.
The graphic used for this tutorial is used with permission and is copyrighted to the very talented Barbara Haviland.
Toadies – Blast ‘Em
FRAME
- Open your graphic and if not sized closely to above, resize.
- Windows, duplicate and minimize the duplicate for later use.
- Using your eye dropper, chose a dark background colour, and a light foreground colour from your graphic.
- Edit, Copy.
- Image, Add Border and add a 2 pixel border using your background colour.
- Selections, select all.
- Selections, modify, contract by 2.
- Selections, invert.
- Effects, Drop Shadow and use the following settings:-
- Vertical & Horizontal:  : 2
- Opacity:  : 75
- Blur:  : 10
- Color:  : Black
- Repeat the drop shadow changing your vertical & horizontal to –2 (minus)
- Deselect.
- Image, Add Border and add a 4 pixel white border.
- Select the border with your magic wand. Edit, paste into selection.
- Adjust, Blur, Gaussian Blur and use a setting of 10.
- Deselect.
- Image, Add Border and add a 2 pixel border using your background colour.
- Image, Add Border and add a 2 pixel border using your foreground colour.
- Image, Add Border and add a 6 pixel white border.
- Select the border with your magic wand.
- Edit, paste into selection.
- Deselect.
- Image, Add border and add a 2 pixel border using your background colour.
- Selections, select all.
- Selections, modify, contract by 2.
- Selections, invert.
- Effects, 3D Effects, Drop shadow and use the drop shadow settings used earlier.
- Image, Add Border and add a 4 pixel white border.
- Select the border with your magic wand.
- Edit, paste into selection.
- Adjust, Blur, Gaussian Blur and use a setting of 10.
- Deselect.
- Image, Add border and add a 2 pixel border using your background colour.
- Image, Add border and add a 2 pixel border using your foreground colour.
- Image, Add border and add a 10 pixel white border.
- Select the border with your magic wand.
- Edit, paste into selection.
- Effects, Texture Effects, Mosaic – Antique and use the following settings:-
- Number of columns:  : 68
- Number of rows:  : 68
- Symmetric:  : Checked
- Tile diffusion:  : 58
- Grout Width:  : 2
- Grout diffusion:  : 53
- Effects, 3D Effects, Inner Bevel and use the following settings:-
- Pie Bevel:
Width:  : 4
- Smoothness:  : 0
- Depth:  : 2
- Ambience:  : 0
- Shininess:  : 2
- Color:  : White
- Angle:  : 315
- Intensity:  : 60
- Elevation:  : 25
- Deselect.
- Image, Add Border and add a 2 pixel border using your background colour.
- Selections, select all.
- Selections, modify, contract by 2.
- Selections, invert.
- Effects, Drop Shadow and use the same settings used earlier.
- Image, Add Border and add a 2 pixel border using your foreground colour.
- Image, Add Border and add a 4 pixel white border.
- Select the border with your magic wand. Edit, paste into selection.
- Adjust, Blur, Gaussian Blur and use a setting of 10.
- Deselect.
- Image, Add Border and add a 2 pixel border using your background colour.
- Selections, select all.
- Selections, modify, contract by 2.
- Selections, invert.
- Effects, Drop Shadow and use the same settings used earlier.
- Image, resize and resize by 85%.
- Adjust, Sharpness, Sharpen.
- In your layer palette, right click and promote background layer.
- Image, Canvas Size and use the following settings:-
- Width:  : 1054
- Height:  : Height of your graphic + 30 pixels.
- Placement:  : Left middle arrow.
- Using your mover tool, move the graphic away slightly from the edge.
- Effects, 3D Effects, Drop Shadow and use the following settings:-
- Vertical & Horizontal:  : 2
- Opacity:  : 75
- Blur:  : 10
- Color:  : Black
- Add a new layer and drag this to the bottom of your layer palette.
BACKGROUND
- Change your foreground to Pattern and using the drop down list, find the duplicated image and use the following settings:-
- Angle:  : 45
- Scale:  : 35
- Effects, Plugins, Toadies, Blast ‘Em and use a setting of 14.
- Lower the opacity of this layer to one suitable to read text.
- Effects, Image Effects, Seamless tiling and use the following settings:-
- Mirror Checked.
- Bidirectional Checked.
- Horizontal offset:  : 1
- Vertical offset:  : -1 (minus)
- Width:  : 50
- Add a new raster layer.
- Using your selection tool, draw a rectangle shape out starting at 50,50 and finishing at 900, 300.
- Flood fill with your foreground colour.
- Add a new layer and flood fill with your background colour.
- Set your blend mode to Dissolve and lower the opacity to about 50%.
- Close all layers except the middle two.
- Merge visible.
- Lower the opacity to 50%.
- Selections, Modify, Feather and set a feather of 30.
- Selections, Invert.
- Hit the delete key on your keyboard.
- Deselect.
- Effects, 3D Effects, Drop Shadow and apply the drop shadow from above.
- Deselect.
- Add a new layer for your watermark.
- Merge all flatten.
